This trapped water can only be turned into running water when
the climate of Mars undergoes a change. There doesn't seem to be much
running water on Mars now, nor does it seem to ever rain!
In other words, the climate of Mars doesn't seem to be changing. But that doesn't mean there wasn't running water on Mars long ago.
